Pacific leaders meet in Samoa to Strengthen Early Childhood Development

Leaders from 15 Pacific Island countries are meeting in Apia, Samoa, to discuss how traditional Pacific culture can help improve early childhood development (ECD) across the region.

This forum follows the 2023 Pacific ECD Forum held in Fiji. Over three days, officials from sectors like education, health, finance, and social welfare will share progress, challenges, and ideas on how to support young children.

“There’s no greater calling than shaping a child’s future through love and culture,” said Ms. Loau Donina Va’a, CEO of Samoa’s Ministry of Women, Community and Social Development. “Samoa is proud to lead efforts to ensure every child is seen, heard, and cared for.”

To grow up healthy and successful, children need good nutrition, healthcare, protection, early learning, and caring relationships. Sadly, many children in the region—especially those facing poverty, emergencies, or discrimination—miss these vital opportunities.

“We must continue working to make sure every child has the chance to thrive,” said Hon. Sashi Kiran, Fiji’s Minister for Women, Children and Social Protection.

This year’s theme is “Our Children, Our Heritage: Blue Pacific Resilience through ECD Leadership.” A key focus is using cultural practices—like baby massage, which strengthens parent-child bonds and supports health—as tools to help children grow and learn.

“We’ve made real progress since 2023,” said Jonathan Veitch, UNICEF Pacific Representative. “Working together across the region helps break cycles of poverty and build stronger communities.”
