A visionary who held the development of Pacific Communities in Aotearoa dear to his heart, Pastor Tofilau struggled with end stage renal failure for a staggering 15 years.
Under his leadership, Immigration NZ filled places in Samoa Quota and Pacific Access Category permanent residency schemes.
